GST registration by state

Map where supplies are made from, calculate the relevant all-India turnover and check compulsory-registration rules and exemptions. Customer location alone does not establish that a business needs a registration in every state.

Start with the operating footprint

List offices, shops, warehouses, production sites and other places involved in supplies. Record who controls each location, what activity happens there and which entity supplies the customer. Distinguish a place of business from a customer’s delivery address.

For example, selling from one state to customers in several other states does not by itself mean registering in every customer state. Holding stock and making supplies from a warehouse in another state raises a different registration question. Assess the actual arrangement.

Review turnover and exceptions together

Aggregate turnover is assessed on the relevant all-India PAN basis, not simply the revenue of an individual branch. Prepare a computation that identifies taxable, exempt, export and other relevant supplies and excludes amounts as required by the statutory definition.

Then identify the threshold applicable to the supply mix and jurisdiction, compulsory-registration provisions and current exemptions. Goods-only concessions, service supplies, ecommerce arrangements and specialised taxpayer categories need their own assessment. Do not turn an old general FAQ into a universal current threshold.

Choose the right registration category

Determine whether the application is for a normal taxpayer or a specialised category such as an input service distributor, tax deductor, ecommerce operator or non-resident taxpayer. Review SEZ and other special arrangements separately.

Where several premises are in the same state, consider the applicable principal-place, additional-place and separate-registration rules. Document the reason for the chosen structure before configuring invoices and accounting.

Prepare consistent application details

  • PAN, legal name, constitution and formation records.
  • State, principal place of business and additional premises as applicable.
  • Ownership, lease, consent or other possession evidence required for the premises.
  • Promoter, partner, director and authorised-signatory details.
  • Business activities, relevant goods or services and liability commencement date.
  • Authentication, verification and supporting information required by the current portal process.

Follow the application through verification

Use the official GST registration workflow and retain the application reference. Complete the applicable identity-authentication and document-verification steps. The portal manual describes different routes and facilities; follow the instructions presented for the actual applicant.

Respond to a clarification using the complete query and supporting records. Keep the submitted version and acknowledgement. An application reference is not an issued GSTIN, and a certificate should be checked for name, address and effective-date accuracy before use.

Connect registration to operations

Once registered, align invoice details, accounting, return responsibility and payment processes with the GSTIN. Map transactions between registrations for review rather than assuming a common PAN makes every transfer irrelevant for GST.

Maintain a change process for new premises, activity changes, signatory changes and closure. A move across state boundaries may require a different process from an address amendment within the same state. Review the current rules before relying on an existing certificate.

Keep an applicability record

Retain the location map, turnover calculation, legal basis, application documents and certificate together. Revisit the assessment when the business opens a warehouse, starts a new supply channel or changes its goods-and-services mix.

Bring these records and any prior registrations, cancellations or notices to Kosha.Services. We can organise the state-by-state assessment and application checklist, with current thresholds and exceptions checked against the operative provisions for the business.
