Regulatory

BIS QCO applicability

Determine BIS requirements from the exact product and operative Quality Control Order. A trade description, customs code or supplier assurance alone is not enough to establish whether certification is required.

Define the product precisely

Collect the technical specification, intended use, materials, ratings, model variants and manufacturing location. Keep drawings and product photographs where they help distinguish the item from similar products.

For example, two items sold under the same general commercial name may have different technical characteristics or intended uses. Match the actual specification to the scope of the relevant standard and order rather than treating the catalogue heading as decisive.

Read the order and amendments

BIS publishes the list of products under compulsory certification with related orders and amendments. Use it to locate the applicable QCO, then check the product description, referenced Indian Standard, conformity-assessment scheme and commencement provisions.

Record later amendments, extensions, exclusions or rescission. A historical product list does not establish the current position, and a draft order should not be presented as an operative requirement.

Separate the standard from certification

The existence of an Indian Standard does not by itself establish mandatory certification for every product covered by that standard. BIS explains that compulsory requirements arise through the relevant government orders for notified products.

Where certification is required, identify the specified scheme and the licence, registration or certificate of conformity needed. Do not treat an overseas certificate or a laboratory test report as automatically equivalent to BIS authorisation.

Check the responsible manufacturer

Identify the actual factory and the relationship between manufacturer, brand owner, importer and distributor. Review whether the proposed approval covers that manufacturing location, product and relevant models.

For imported goods, assess the foreign-manufacturer and representative requirements under the applicable scheme. A trading company’s document should not be accepted without verifying the licensed scope and the product supplied.

Prepare the applicability record

  • Product specification and model or variant list.
  • Manufacturer and factory details.
  • Relevant QCO and Indian Standard references.
  • Effective date and amendment history checked.
  • Applicable scheme and approval required.
  • Exemption relied on, with evidence of every condition.
  • Existing approval scope, validity and verification record.
  • Open technical questions requiring clarification.

Plan the certification work

Review the product manual and scheme instructions for testing, manufacturing controls, inspection and documentation. Confirm the appropriate laboratory and sample requirements before commissioning tests.

Build the application and assessment steps into the production or import schedule. A submitted application should not be treated as permission to apply a certification mark or release goods where the required approval is still outstanding.

Control supply and changes

Check approved markings and licence particulars against production and purchase records. Maintain a process for model, component, factory or standard changes that could affect the approval.

Keep supplier verification and incoming-product checks proportionate to the actual risk and scheme requirements. Reassess when a new order or amendment changes the product’s position rather than relying indefinitely on an earlier applicability note.

Keep the evidence usable

Retain the assessment, official instruments, approval documents, test records and correspondence in one product file. State the date checked and the person responsible for monitoring changes.

Kosha.Services can help organise the applicability and documentation workflow with the relevant technical parties. Provide the product specification and factory details at the start so the review addresses the actual goods being manufactured or imported.
