Check the package and intended sale
Begin with what is packaged, when the quantity is determined and how the product reaches the buyer. Record whether the pack is intended for retail sale, wholesale distribution or a specific industrial or institutional use. Do not infer an exemption merely because the customer has a business registration.
Review the current Packaged Commodities Rules and amendments for the exact product and pack. Keep product-specific rules, including food or medical-device requirements, alongside the legal-metrology assessment.
Review the declaration set
The government’s guidance identifies manufacturer, packer or importer information, commodity identity, net quantity, MRP inclusive of taxes and consumer-care details as key declarations. Country-of-origin, date, unit-sale-price and other declarations need review for the applicable product and rule.
Build a field-by-field checklist. For each declaration record the source, wording, location on the pack and applicable exception. Verify presentation and legibility requirements on the actual pack dimensions, rather than approving text in a separate document alone.
Gather the supporting records
- Entity names and addresses for the manufacturer, packer and importer as applicable.
- Product specification, quantity basis, pack dimensions and packaging configuration.
- Price approval, applicable date information and customer-care contact ownership.
- Supplier and import records supporting factual label statements.
- Current artwork, proposed revisions and evidence supporting any exemption or special treatment.
Assess registration and measurement requirements separately
Identify whether the business acts as a manufacturer, packer or importer and assess the corresponding registration requirements with the relevant authority. Also review the measuring equipment used in the operation and any applicable verification requirements.
A label review does not establish that the business has every required registration or that its filling and measurement process is accurate. Allocate those checks to the operational owners.
Approve the whole consumer-facing pack
Review outer packs, inner units, multipacks and promotional bundles together. Check that the consumer can find the relevant declarations without contradictory quantities or prices. Reconcile online listing information with the approved physical packaging.
Use a controlled release: draft review, compliance sign-off, print proof, production sample and version archive. Keep superseded artwork out of the production workflow.
Example: converting a single pack into a gift bundle
A business combines three existing products into a gift box. The original labels should not be assumed to settle the outer-box requirements. Review the new package configuration, quantities, price and other applicable declarations before releasing the bundle, then align its online listing with the approved pack.
Handle changes and stock deliberately
A change in quantity, price, address, importer or packaging format should trigger a review before the next print run. If stock already exists, check the specific legal basis for any proposed relabelling or revised declaration; do not assume that an over-sticker is always permitted.
Keep the approval trail, affected batches and implementation date. When an authority raises a query, these records should show what was sold, which version applied and the evidence used to approve it.
