The question and deliverable

We inventory recurring tax processes, distinguish earlier assessment-year work from current tax-year work and identify references or system configurations that need updating. The handover records which law and form set applies to each process.

Start with a process register covering the taxpayer, period, task, responsible team and document or system used. The review can then separate a wording update from a change that affects a calculation, approval or filing workflow. Each proposed change should retain its supporting reference and an unresolved-question field, so the implementation team can see what is ready to apply.

Evidence to prepare

  • Open return and proceeding list
  • tax calendar
  • withholding setup
  • internal policies
  • templates
  • payment instructions
  • prior elections.

Provide the actual versions in use, including spreadsheet formulas, standard advice notes and screenshots of relevant configuration fields. A policy document may describe a process differently from the working system. Record these differences before changing either, and identify who can authorise and carry out the update. Sample records can be redacted where personal details are unnecessary for the review.

A fact that can change the analysis

An earlier-year appeal can continue alongside current-year payments under a new framework. Replacing every old section number in every historic file would lose the required period context.

For example, a shared letter template may serve both an open historic proceeding and a current-period task. Creating separately labelled versions can preserve the original reference while allowing the current template to change. The review records the intended use of each version; it should not silently overwrite an issued letter or assume that a new label changes the underlying tax treatment.

Engagement boundaries

The review is scoped to the listed processes and periods. It does not replace substantive advice on every underlying tax position.

The written proposal confirms the taxpayer, period, deliverables and fees. Identify any payment, response or appeal date at the start.

The action list distinguishes recommendations, approved changes and implemented changes. Assign an owner to each affected template, calculation or system setting and record how the business will confirm the update. Software configuration, amended submissions and advice on disputed positions require an expressly agreed scope; identifying a change does not itself carry it out.
