Build a defensible packaging record
We identify packaging categories and the responsible entity, reconcile domestic procurement and imports, and prepare a registration and reporting worklist using CPCB guidance. Packaging EPR should not be inferred solely from the finished product’s sales value.
The deliverable can include a packaging-weight ledger, supplier evidence requests, portal data preparation and a certificate reconciliation file. We distinguish the business’s records from the recycler’s activity and certificates.
Create a packaging master linking each product or packing format to its components, material description and weight evidence. Identify the entity and transaction flow associated with the packaging before combining quantities. Keep uncertain classifications and missing supplier information in an exception list, with an owner responsible for resolving each item before reporting data is finalised.
What to prepare
- Entity registrations and brand or import arrangements
- Packaging composition, category and unit-weight evidence
- Procurement, import and sales quantities for the relevant period
- Existing portal registrations, returns and certificate records
Retain the basis for unit weights, including supplier specifications or measurement records, and record when the packaging design changed. Reconcile purchases, imports and the operational quantity records used in the working file. Explain returns, damaged stock and other adjustments separately rather than forcing the ledger to match a sales total without a documented bridge.
A practical example
An importer selling a product under another party’s brand should map the importer and brand-owner responsibilities before two entities report the same packaging or each assumes the other has covered it.
If the importer changes from one packaging format to another during the year, a single year-end unit weight may misstate the working calculation. Keep the effective date and quantities associated with each format visible. Resolve responsibility and classification questions separately from the arithmetic, so a reconciled total is not mistaken for a completed applicability assessment.
Scope, fees and responsibilities
Targets, exemptions and applicable reporting periods require current rule and portal checks. Certificate procurement, recycling services, physical audits and testing are separately scoped; registration alone does not fulfil ongoing obligations.
The proposal identifies the deliverables, client data responsibilities and follow-up included. Government charges and external technical work are quoted separately where applicable.
The handover identifies the source data, calculations, open exceptions and portal records included in the assignment. Track certificate references and their recorded use in a reconciliation file, keeping supporting evidence with the relevant period. Agree who will maintain the packaging master after the engagement and refer material changes back for assessment before reusing an earlier reporting file.
