Waste tyres used oil and vehicle EPR

Assess emerging waste-stream obligations without treating tyres, used oil and end-of-life vehicles as one regime.

Build a separate role and period map for each stream

We identify the products and activities involved, then prepare stream-specific registration and reporting questions against the applicable notified rules and CPCB portals. Producer, importer, recycler and other roles must be assessed independently.

Support may include a product-and-quantity ledger, document gap list and certificate reconciliation approach. The worklist records commencement and reporting periods so an obligation from one stream is not copied to another.

Prepare an activity map for each entity showing what it manufactures, imports, distributes or processes. Connect the activity to the relevant product records and period before assembling a consolidated worklist. Where one entity performs several activities, keep the evidence for each role visible so a conclusion about one transaction is not applied automatically to the rest.

What to prepare

  • Product types, import or manufacture history and quantities
  • Entity role and supply-chain contracts
  • Existing waste-stream registrations and returns
  • Certificate and authorised-vendor evidence

Reconcile quantities within each stream using clearly labelled units and supporting invoices or operational records. Retain the source of any weight or volume conversion and identify gaps requiring technical confirmation. Keep registrations, historical submissions and certificate references indexed by stream and entity; a combined document folder can otherwise make it difficult to identify what a particular record supports.

A practical example

A vehicle-related business selling replacement tyres and lubricants may need more than one assessment. The commercial label “automotive” does not identify the responsible role for each material stream.

For the automotive example, distinguish imported tyres, locally procured lubricants and any vehicle-related activity in the transaction register. Document the supply arrangement behind each line rather than deriving the role from the company’s name. Resolve unclear transactions separately before preparing reporting inputs, with an owner assigned to obtain the missing contract or product evidence.

Scope, fees and responsibilities

The agreed scope specifies the streams covered. For waste-tyre applications, CPCB’s published instructions direct correspondence through the applicant’s authorised person and state that CPCB does not entertain consultants on the applicant’s behalf. Our preparation support leaves that contact and account responsibility with the applicant. We do not promise that one registration or certificate offsets another stream, and we do not arrange physical recycling unless separately contracted.

The proposal identifies the deliverables, client data responsibilities and follow-up included. Government charges and external technical work are quoted separately where applicable.

The handover provides a separate action list for each agreed stream, including confirmed records, unresolved applicability questions and the portal work included. Identify who maintains the quantity ledger and follows up on missing evidence after preparation. Submission, certificate reconciliation and physical waste-management services remain distinct activities with their own records and agreed responsibilities.
