State and local licences

State excise and restricted goods

Assess the licensing questions for a restricted product, role and state before choosing a trading model.

Work and handover

We distinguish manufacture, storage, transport, wholesale and retail activities, map the relevant state authority and organise the record requirements for the proposed role. Product and channel restrictions are investigated before an application is scoped.

Prepare a supply-chain map identifying the entity performing each activity, the product involved and the location where it occurs. Separate the proposed model from existing operations and record which permissions have actually been supplied for review. An unresolved licensing question should remain visible before commercial commitments are treated as ready for implementation.

Location-specific evidence

  • Product details
  • proposed activity
  • states
  • premises
  • ownership
  • supply chain
  • existing licences
  • transport model.

Retain the complete licence or permission with its schedules and conditions, not only its number or a summary. Compare the named holder, premises and activity with the proposed arrangement. Obtain product specifications where the commercial name does not explain the relevant characteristics, and identify missing information for the responsible supplier or specialist to confirm.

A point to resolve early

A permission for one role or state should not be treated as permission for a different distribution channel. Describe each step in the supply chain.

For a distributor adding direct retail sales, describe the new customer channel and premises separately from the existing wholesale activity. The review should identify the state-specific questions raised by that change rather than assume the earlier permission covers it. Keep any authority clarification with the facts submitted so its scope can be understood later.

Scope and authority process

No licence availability or quota is assumed. State-specific legal advice, auction participation and proceedings require separate mandates.

The written engagement identifies the location, authority, application stage and fees. Government charges and third-party costs are addressed separately; authority approval is not guaranteed.

The handover lists the activities reviewed, evidence relied on, unanswered questions and separately scoped applications or advice. Track submission references and actual authority decisions, including conditions that require follow-up. The preparation file should not present commercial readiness or an application acknowledgement as evidence that the proposed activity is authorised.
