Use the Labour Department’s establishment service

The local Labour Department provides fresh shops-and-establishments registration and an existing-establishment login. Prepare the occupier or employer, premises, activity and workforce information for the current service.

The administration also publishes older establishment rules and renewal instructions. Check amendments and the current certificate conditions before carrying forward an old fee, validity period or paper-form requirement. Keep application acknowledgements distinct from issued registration evidence.

Assess the island and site before investment

Identify the actual island, land parcel and competent local authority before entering a lease or developing premises. Land rights and building permission need to be considered alongside the applicable island-coastal, forest and environmental framework.

The national environmental-clearance directory identifies the Andaman and Nicobar Coastal Zone Management Authority. Have the site and proposed activity assessed against the applicable maps and instruments. A neighbouring project’s approval does not establish that your parcel or activity is permissible.

Separate tourism recognition from activity permissions

The Tourism Department publishes a register of recognised tour operators with registration and expiry information. Confirm the category and scope relevant to your operation rather than treating a listing as permission for every accommodation, vessel or adventure activity.

Keep accommodation, food-service, transport and water-based activities in separate approval records. Where an activity requires technical certification, safety procedures or a qualified operator, coordinate those requirements before accepting bookings.

Maintain island-specific operating records

  • Premises rights, approved use and the competent authority’s conditions.
  • Establishment and sector registrations for the actual operator and address.
  • Inventory receipts, freight documents and inter-location transfers.
  • Employment terms, attendance, wages and contractor deployment.
  • A documented assessment of tax deductions, welfare and social-security obligations rather than mainland-state payroll defaults.
  • Waste handling, utility and environmental records required by the operation.

Example: a guesthouse adding boat excursions

A guesthouse should assess a proposed boat-excursion service separately from room bookings. Identify the vessel operator, permissions, insurance and safety responsibilities and make the customer contract clear about who provides the service. Keep excursion collections and operator payments traceable. Accommodation registration alone does not establish approval to operate a vessel.

Keep changes and renewals organised

Track certificate conditions, modifications and expiry dates by location and activity. A new building, added capacity or change in operating model can affect several permissions. Kosha can coordinate accounting and administrative evidence with the technical professionals and local authorities responsible for the site.
