Use the Gujarat establishment framework
The Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2019 commenced on 1 May 2019 under the published notification. Assess the current registration or intimation requirements, amendments and exemptions for the actual workforce and activity rather than reusing a pre-2019 checklist.
Keep employer, location and worker details consistent across labour and municipal records. Manufacturing and specialised activities need their own assessment under the applicable regime and current commencement notifications.
Identify the profession-tax authority and account
Surat Municipal Corporation identifies itself as the designated profession-tax authority within its jurisdiction and provides separate enrolment and registration services. Assess business or professional enrolment separately from employer deductions, and confirm the designated authority for locations outside Surat.
Reconcile payroll deductions, returns and payments to the correct account and period. Surat’s forms and service process are a local example, not a statewide instruction to apply through Surat.
Review welfare and workforce obligations separately
Assess applicable labour-welfare coverage and current contribution instructions for the establishment and employees. Retain the governing notification before configuring payroll deductions; profession-tax registration does not settle labour-welfare coverage.
Maintain wage, attendance, leave and working-time records, including contractor interfaces where relevant. An administrative office and a production site may need different records even when they share an employer.
Map the operating site
Identify whether the site is within a municipal jurisdiction, a GIDC estate or another planning area. Check permitted use, occupancy, building and fire requirements with the competent authority. Confirm utilities and process suitability before commissioning machinery.
For relevant industrial activities, assess Gujarat Pollution Control Board consent and waste requirements. Product or sector permissions, including food and legal metrology where applicable, remain separate from the premises assessment.
Prepare a practical records checklist
- Entity and signatory records, occupancy documents and site jurisdiction.
- Activity description, workforce, processes and machinery details.
- Establishment registration or intimation and profession-tax account evidence.
- Building, fire, pollution and sector certificates with their operating conditions.
- Payroll reconciliations, renewals and notifications supporting changed requirements.
Example: adding processing to a trading business
A textile trader introducing dyeing or finishing should review process permissions, water and waste arrangements and workforce requirements before starting. Its trading premises records do not establish permission for the new process. Kosha can coordinate accounting and administrative evidence with the relevant technical specialists.
