Register the establishment under the correct framework

The Kerala Labour Commissionerate provides online registration guidance under the Shops and Commercial Establishments Act, 1960. Assess coverage and exemptions for the actual activity, and keep employer, premises and workforce details consistent. A local trade licence does not replace this labour-law assessment.

Factories, plantations and other specialised activities need their own employment and safety review. Record the current instruments and commencement provisions before changing an existing process for labour-code implementation.

Identify the local-body service route

Kerala’s Local Self Government Department provides digital business-facilitation services, including trade licensing and profession tax through relevant service modules. Confirm the current route for the particular corporation, municipality or grama panchayat; older portal instructions can differ as services migrate.

Check permitted use, building and occupancy evidence, fire requirements and the actual trade category. Keep the issued licence and its conditions with the premises file rather than relying on a payment receipt alone.

Keep profession tax location-specific

Identify the competent local body and applicable assessment period for the business and employees. Reconcile payroll deductions, declarations and payments with the relevant local account. Do not assume the registration labels or schedules used in another state apply in Kerala.

A branch opening or employee-location change should trigger a review of the local assessment, alongside company and GST records where relevant.

Select the applicable welfare scheme

Kerala has different welfare arrangements for different worker and establishment categories. The Kerala Labour Welfare Fund Board’s FAQ identifies covered categories including factories, plantations, certain societies and banks. Do not automatically apply that board’s process to every shop or worker.

Determine the applicable board or scheme, eligibility and current contribution requirements before deductions or enrolment. Keep welfare contributions separate from profession tax and national payroll obligations.

Prepare an activity-specific permission file

  • Entity, signatory and occupancy records, with the correct local-body jurisdiction.
  • Establishment registration and employment records for the actual workforce.
  • Trade, building, fire and utility evidence relevant to the premises.
  • Kerala State Pollution Control Board requirements for relevant processes and waste.
  • Food, health or other sector permissions, plus renewal and change responsibilities.

Example: a retail shop adding food preparation

A shop introducing an on-site kitchen should review its trade category, food permissions, premises arrangements and waste handling before starting. Its existing retail records do not describe the new process. Kosha can coordinate accounting and administrative evidence with the professionals responsible for technical approvals.
