Identify the current local licensing framework
Lakshadweep’s Revenue Department lists trade licences among its services. The administration’s circular register also lists a July 2026 One Activity, One License framework. Check that notification and the relevant activity requirements before applying, renewing or assuming that an older local licence remains sufficient.
Identify the competent authority, actual island and operating premises. A simplified local licensing route should not be treated as evidence that independent sector, environmental or land requirements have disappeared. Keep the issued scope and conditions with the business records.
Arrange the correct entry permission
The administration provides an ePermit system and publishes entry-permit rules and category-specific instructions. It also publishes guidance for private labour permits. Check the appropriate purpose, sponsor arrangements, permitted destinations and validity before bringing personnel to an island.
Keep each person’s entry permission separate from employment and business approvals. An entry permit does not itself establish authority to operate a shop, accommodation unit, vessel or other business. Do not carry forward validity periods from historical tourism brochures without checking current instructions.
Check the 2026 tourism framework
The administration’s circular register lists Lakshadweep Tourist Trade Guidelines, 2026 and a common application for grant or renewal of a tourism-trade permit. The notice identifies tourist establishments and water-sports activities as within the framework.
Match the application to the actual accommodation or activity offered. Coordinate vessel, operator, safety and other technical requirements separately where relevant. Application submission and payment should remain distinct from the final issued permission.
Assess the site before construction or conversion
Establish the right to occupy and use the land or building. Obtain a site-specific assessment of the applicable island-coastal, environmental and local building requirements before committing to construction or additional capacity.
Plan water, sanitation, waste, energy and goods-storage arrangements for the actual operation. A mainland building specification or another island’s approval does not settle the conditions applicable to this parcel.
Example: a contractor installing equipment
Before mobilising a team, agree who arranges worker permits, island transport, accommodation, site access and safety procedures. Keep the client’s site permissions separate from the contractor’s employment and entry records. Reconcile freight, materials received and installation payments so that delays or shortages can be traced without losing the accounting record.
Keep operational and payroll records together
Maintain employment terms, attendance, wages and contractor evidence, including the applicable social-security and welfare assessment. Document the legal basis for tax deductions rather than copying a mainland state’s settings.
Track permissions, conditions, expiry dates and changes by island and activity. Kosha can coordinate accounting and administrative evidence with the authorities and technical professionals responsible for the site.
