Separate municipal trading and labour registration

Nagaland’s investment portal identifies municipal trade licences and professional-tax registration among business approvals. The Labour Department separately offers shops-and-establishments registration and renewal. Identify the local council responsible for your premises and the labour service applicable to the activity.

Keep the trade licence and establishment certificate as separate records, even where an application process refers to both. A portal account or submitted form is not an issued approval. Check changes in ownership, address and activity against each certificate’s conditions.

Use the current ILP category and checklist

Nagaland’s official ILP portal distinguishes labourers, professionals, business partners and traders, among other categories. Its document checklist identifies guarantor requirements and makes the employing person the guarantor for the labourer category. Choose the category that reflects the actual visit or work arrangement.

The portal also publishes district-specific implementation notifications. Confirm the location, current notification, validity and renewal conditions before deployment. A historical assumption about a district’s treatment should not be used in place of the current official instructions.

Keep individual permits, employer or guarantor records and travel dates separate from the establishment’s trading licence. A permit for one person does not cover the rest of a contractor’s team.

Document profession-tax liability

Nagaland’s Finance Department has published profession-tax instructions, and the investment portal identifies a registration service. Assess the business or professional’s liability and the employer’s obligations against the current law, schedule and exemptions.

Retain period-wise calculations, deductions and payment evidence. Older government instructions establish the existence of the tax but should not be used alone to set current payroll rates or deadlines. Reconcile the actual work location when staff transfer between states.

Check the premises and workforce framework

  • Document the right to occupy and use the premises for the proposed business.
  • Identify municipal, district and other competent authorities for the site.
  • Assess building, fire, environmental and utility permissions for the process and capacity.
  • Maintain wage, attendance, leave and contractor records by workplace.
  • Identify applicable welfare and social-security duties separately from ILP and tax payments.

Example: a business partner joining a local operation

Before a non-local partner travels to manage operations, establish the legal business arrangement and the appropriate ILP category and documents. Confirm that the trading permission covers the entity and activity. Record authority to sign contracts, operate accounts and employ staff; a partnership agreement alone does not settle local licences or entry conditions.

Keep changes visible to the operating team

Maintain a schedule of certificate and permit conditions, renewal dates and responsible contacts. Update it when personnel, premises or the business model changes. Kosha can organise accounting, tax and administrative evidence alongside the local and technical advisers responsible for permissions.
