Start with Nivesh Mitra and the actual premises
Nivesh Mitra is Uttar Pradesh’s single-window system for business approvals. Check the 3.0 service list for the relevant application. The official transition notice directs applicants to 2.0 when a service is unavailable in 3.0. Existing 2.0 applications remain available there for status tracking, query responses and fee payments. Keep the original application reference when following up. A common application profile is not itself an approval to operate.
Record the district, urban local body or development authority, land use and building details. A premises in an industrial authority area can have a different approval route from one within a municipal corporation. Do not assume the procedure for a Lucknow office applies unchanged to a Noida industrial unit.
Check establishment and workforce requirements
The Uttar Pradesh Shops and Commercial Establishments framework is relevant to covered shops and offices. Establishment activity, employees and exemptions determine the assessment. Check the Labour Department service instructions and current notifications before filing or changing an existing registration.
Keep employment terms, wage categories, attendance, leave and working-time records linked to the workplace. For factories, construction or contract deployment, assess the separate applicable regime and current commencement or transition notifications rather than relying only on a shops registration.
Build the premises approval sequence
- Confirm lawful occupancy, permitted use and the responsible planning or industrial authority.
- Identify building, fire and utility approvals appropriate to the site and activity.
- For industrial processes, assess Uttar Pradesh Pollution Control Board consent and waste requirements.
- Add activity permissions such as food, health, legal metrology or excise where relevant.
- Retain issued certificates and conditions, not just portal payment receipts.
Review payroll deductions and welfare separately
Do not copy another state’s professional-tax or labour-welfare deduction settings into the Uttar Pradesh payroll. Identify the actual legal basis and covered workforce before creating a state deduction. Welfare-board schemes and construction-worker obligations need their own applicability assessment and should not be treated as a universal monthly payroll charge.
National provident-fund, insurance and tax-withholding requirements remain separate questions. A state establishment registration does not settle their applicability.
Example: adding a workshop to an office
A business moving from an administrative office to a site with fabrication or processing should revisit land use, building and fire arrangements, pollution requirements and workforce classification before operation. Updating the address in company records is only one part of the change.
Prepare the application file
Keep entity and authorised-signatory records, occupancy documents, site details, activity description, workforce information and prior certificates together. Assign owners for renewals, changes and inspection responses. Kosha can coordinate accounts and compliance records; technical drawings and statutory certifications require the appropriate specialists.
