Identify the establishment and trade-licence route
Uttarakhand’s single-window system publishes procedures for shops-and-establishments registration and for trade-licence services. Check which service covers the location and activity before applying. Keep the municipal permission and labour registration distinguishable even where a combined application is available.
Prepare employer details, premises evidence and workforce information, and retain the issued conditions. Older service documents may describe different processing times; use the current application instructions rather than promising an approval date based on an archived procedure.
Use the current tourism category
The Tourism Development Board publishes Uttarakhand Tourism Travel Trade Registration Rules, 2026. Its homestay registration declaration refers to a government order dated 5 June 2026 and states that homestays are limited to rural areas and permanent residents of Uttarakhand.
Confirm that the proposed operator and property meet the relevant category. A hotel, urban accommodation or another tourism business should not assume it qualifies as a homestay because it has a small number of rooms. Check the actual rules and any transition provisions for an existing registration.
Resolve premises permissions before accepting bookings
Identify the land rights, permitted use, building status and competent development or local authority. Tourism registration does not establish that an extension or change of building use has been approved.
Assess fire, water, sewage, waste and environmental requirements against the property and capacity. Food service, adventure activities and transport can add separate permissions. Keep the operator’s approvals linked to the actual site and facilities advertised to guests.
Maintain employment and payroll evidence
Record employment terms, attendance, wages, leave and seasonal or contractor deployment. Identify the applicable welfare and social-security framework and document the basis of each deduction or contribution. Do not copy profession-tax or welfare-fund settings from another state without establishing their applicability.
Seasonal operations still need a record of who worked, for which period and under whose responsibility. Reconcile payroll and contractor bills with booking and operating periods.
Example: a rural home adding guided activities
An eligible homestay planning guided excursions should assess the added activity separately from accommodation. Identify the responsible operator, applicable activity permissions, staff competence and transport arrangements. Keep customer terms, booking receipts and supplier payments clear so the accommodation and activity responsibilities are understandable.
Keep an application and change register
- Entity and authorised-person details matching the application.
- Premises, land-use and building records for the operating address.
- Trade, establishment and tourism certificates and their conditions.
- Sector approvals and workforce records for the actual activities.
- A record of amendments when capacity, operator, address or services change.
- Payment and renewal evidence retained separately from application acknowledgements.
