Check the current ceiling and effective period
The Ministry of Labour’s September 2026 PIB announcement states that the EPFO mandatory-coverage wage ceiling increased from ₹15,000 to ₹25,000 per month with effect from 17 September 2026. Historical EPFO booklets may still show the earlier ceiling. Use the current notification and implementation instructions for the payroll period being processed.
Do not apply the new figure retrospectively to every earlier period or assume it answers every EPF, pension and insurance calculation. Assess transition-month reporting, existing membership and scheme-specific treatment using the applicable instructions.
Establish why the business is covered
Record the activity, legal entity, establishments, workforce, commencement date and any existing coverage or exemption order. Examine the applicable statutory coverage conditions and notifications, including voluntary coverage where relevant. A headcount snapshot alone may miss the establishment’s history.
Identify branches and contractor arrangements that affect the assessment. Where coverage or exemption is disputed, retain the order and correspondence and obtain an assessment before changing remittances. An exempted arrangement should not be interpreted as freedom from every record or contribution obligation.
Review each employee’s joining information
Collect the prescribed joining declaration, previous membership information, UAN where available, joining date and wage details. Resolve mismatches before filing. Avoid creating duplicate identities merely because an employee cannot immediately locate earlier records.
An existing member’s position needs review separately from that of someone joining the system for the first time. Do not remove an employee from coverage solely because current pay exceeds a ceiling. Assess pension membership, age-related treatment, international-worker rules and other special cases against their own provisions.
Map wages to the correct calculation
- Document the statutory wage basis and treatment of salary components.
- Separate employee contributions, employer contributions and any scheme allocations or charges.
- Record the effective date of a change in wages or coverage.
- Check non-contributory periods and the reasons recorded for them.
- Retain the basis for any higher-wage contribution arrangement or exemption.
Reconcile payroll, ECR and payment
Compare the employee roster and payroll calculation with the electronic return before submission. Review joiners, leavers, missing members, wage changes and exceptional contribution amounts. Keep the submitted return, payment reference and confirmation together.
For example, payroll may deduct a contribution correctly but omit the employee from the uploaded return. A bank debit matching the overall total does not resolve that individual mismatch. Reconcile member-level records and use the official correction process when required.
For deployed contractor workers, obtain supporting coverage and remittance evidence and investigate discrepancies. Keep contractor monitoring connected to the actual people working for the establishment rather than accepting an unrelated aggregate challan.
Handle errors without rewriting history
Preserve the original payroll and filing records. Identify the affected member, wage month, amount and cause, then determine the applicable correction and payment route. Assess interest or other consequences for the specific facts instead of assuming a later payment closes every issue.
Tell employees how to raise identity or contribution discrepancies and assign an owner for resolution. Restrict access to identifiers and personal records; do not share a complete workforce return through unrestricted team channels.
Prepare an applicability and payroll review
Bring formation and establishment details, workforce history, coverage or exemption documents, joining declarations, payroll registers, recent electronic returns and payment evidence. Include notices, pending corrections and contractor records.
Kosha.Services can organise the coverage file, reconcile payroll to submissions and maintain an exception tracker. Current scheme instructions and the effective period must be checked before implementing a change to membership or contributions.
