Start with the applicable facts
Use the actual working arrangement, headcount, pay and location. Labels such as consultant or remote worker do not answer every coverage question.
Prepare the workforce record
List the employing entity, work locations, actual duties, engagement terms and payroll period. Reconcile the people working at each establishment with employment agreements, contractor records, attendance and pay calculations. Keep changes in headcount and location visible rather than relying on one year-end total.
- Engagement letters, role descriptions and reporting arrangements.
- Pay components, attendance, leave and reimbursement records.
- Establishment registrations and prior contribution or return records.
- Policies, complaints procedures and evidence of staff communications.
Choose the employment question
Use the employee-versus-contractor guide when assessing the working relationship. For payroll preparation, read the EPF, ESI, professional-tax and welfare-fund guides relevant to the establishment. Use the workplace and exit guides for policies, complaints, final settlements and changes in employment.
A business hiring its first remote employee in another state should identify the employing entity and actual work location before copying its existing payroll setup. Keep the location assessment, agreed working terms and payroll instructions together.
Track changes over time
Maintain an action register for new hires, transfers, pay changes, contractor deployments and exits. Record the period and jurisdiction used for each assessment. Read transition guidance alongside the specific topic: a general reform announcement does not answer every establishment-level question.
