Make two separate applicability decisions
Assess GSTR-9 and GSTR-9C separately. The annual return and the self-certified reconciliation statement serve different purposes; a conclusion about one should not be copied automatically to the other. Identify the taxpayer category and any statutory exclusion first.
Rule 80(3), as published in CBIC’s tax-information rules, specifies GSTR-9C for the relevant registered persons whose aggregate turnover exceeds ₹5 crore, subject to its exclusions. Check the operative rule and any relevant notifications for the year under review. Annual-return exemptions also require the applicable notification rather than a remembered threshold.
Record the year, turnover and registrations
Prepare an all-India aggregate-turnover calculation on the relevant PAN basis and a list of GSTINs active during the year. Preserve the treatment of exempt supplies, exports and other components required by the statutory definition. Do not assess the threshold using a single small branch’s turnover alone.
Record registration, cancellation and taxpayer-category changes during the year. An inactive registration at the date of review does not by itself establish that no historical filing remains due. Keep the applicability note with the source instrument and date checked.
Assemble the annual reconciliation file
- Financial statements and GSTIN-level trial balances or allocation schedules.
- Filed outward-supply returns and amendments, including relevant later-period disclosures.
- GSTR-3B returns and liability-payment evidence.
- Purchase and credit records, statement reconciliations, reversals and reclaims.
- Debit notes, credit notes, advances and other turnover adjustments.
- Earlier notices, voluntary payments and unresolved reconciliation items.
Explain differences before completing tables
Bridge financial-statement turnover to the GSTIN’s annual figures, documenting allocations and classification differences. A company-wide revenue number may need a supported split across registrations. Avoid allocating the unexplained balance to the largest branch merely to make totals agree.
For example, an invoice from the financial year may have been amended in a later return period. Track the original invoice, amendment and the annual-form instructions for that year so the amount is neither omitted nor counted twice. Keep tax-head differences visible even when total tax matches.
Review credit and payment independently
Reconcile the annual credit disclosure to the underlying eligibility, reversals and return records. Do not treat a statement total as automatic entitlement. Explain adjustments with period-specific evidence and the relevant legal basis.
Compare liability with amounts discharged through the appropriate ledgers and other supported payments. A deposit into the cash ledger is not necessarily the same as discharge of liability. Identify any additional amount requiring action through the applicable process.
Check the form and filing sequence
Use the utility and instructions applicable to the financial year. Review required attachments, self-certification and portal prerequisites. Keep a final preview and the approved reconciliation before submission; do not assume a filed annual return can simply be revised to repair an avoidable mistake.
Confirm the applicable due date and any extension from the operative notification. A historical extension for another year should not be carried forward. Retain filing acknowledgements for each required form and GSTIN rather than marking the entire entity complete after one submission.
Close the review with an exception register
Track unresolved items, additional payments and any separate correction or response process. Filing the annual forms does not automatically dispose of a notice or validate the tax treatment used in the books.
Bring the year-specific applicability note, financial statements, GSTIN schedules, returns and reconciliations to Kosha.Services. We can organise the annual close and evidence trail, with current exemptions and filing requirements checked for the actual year.
