Before you begin
Map the entity, activities, products, premises, customer geography and workforce. Distinguish pre-establishment permissions, permissions needed before operating, and registrations triggered by later facts.
Describe both the launch model and planned changes. A business starting with outsourced production may later add its own facility; keep those stages separate so the initial roadmap does not silently assume a future operation already exists.
What the engagement covers
The output is a prioritised registration matrix with authority, location, trigger, prerequisites, owner and supporting record list. We identify unresolved applicability questions so they can be investigated before filing.
Each matrix entry should explain the fact that makes the question relevant, the source to be checked, the evidence still needed and the dependency on another action. Record items assessed as not applicable with their factual basis, and keep unresolved items visibly open.
- Confirm the operating model and the entity responsible for each activity.
- Map locations, products and workforce to the relevant authority questions.
- Separate prerequisite work from applications that can proceed independently.
- Hand over the prioritised matrix with owners and a process for updating changed facts.
Records to prepare
- Entity and ownership details
- proposed activities
- location list
- product descriptions
- expected staffing and turnover
- imports or exports
- planned launch date.
Include permissions already held, their named holder and scope, plus any pending notices or applications. A scan of a certificate without its conditions may not answer whether it covers the planned activity. Keep the source documents indexed so the basis of each assessment can be traced.
A decision worth resolving early
For a new warehouse, premises suitability and fire or local conditions may need attention before tax-registration documentation. A roadmap makes that sequence visible.
For example, a food brand using a third-party warehouse should describe who stores the goods, who sells them, the products involved and which entity operates each premises. The roadmap then records separate tax, product and premises questions without assuming that a contractor’s certificate answers every question for the brand.
Scope and fees
A roadmap engagement produces an assessment and action plan. Application preparation, technical inspection, certification and representation are included only when specifically listed. The proposal states the locations and activities covered, the information cutoff and how later changes will be handled. Use the approval-level guide and state directory to explore the different authority layers.
Government charges and any execution costs are identified separately from professional fees. Completion timing depends on the information, signatures and authority process relevant to the assignment.
