Contract labour compliance

Clarify the responsibilities and evidence trail between the establishment and its labour contractors.

What the assignment covers

We map contracts, deployed workers, supervision and payment records, then organise the applicable registration, licensing and compliance checks. The scope distinguishes principal-employer monitoring from the contractor’s own obligations.

Prepare a contractor-by-site map showing the work performed, deployment periods, reporting contacts and records expected from each party. Describe how the arrangement operates in practice, including who assigns work and records attendance. Contract wording alone may not explain the working relationship.

Records to prepare securely

  • Contractor agreements
  • deployment lists
  • attendance
  • wage evidence
  • registrations/licences
  • contribution records
  • site responsibilities.

Organise evidence by contractor, location and wage period so that deployment and attendance can be compared with wage and contribution records. Identify the population covered by each document and record missing periods. Share worker-level records through the agreed secure channel, with access limited to the people handling the assignment.

A workforce detail to resolve

A contractor’s invoice does not show whether the deployed workers’ wages and contributions reconcile. Agree the supporting evidence and follow-up process before the next billing cycle.

For example, a contractor may provide one contribution statement covering several customers while the establishment has attendance for a single site. The review needs evidence connecting the relevant workers and period to that statement. A difference becomes a documented query to resolve, rather than an assumption that the invoice or aggregate payment proves compliance.

Scope and responsibilities

Applicability depends on the current framework and actual arrangement. Disputes, prosecution and extensive historical checks require a separate mandate.

Agree the establishments, worker categories, periods, deliverables and fees in writing. Initial enquiries should omit employee identifiers, medical information and complaint records.

The handover identifies evidence received, unresolved differences, the person responsible for each follow-up and the next monitoring cycle. Record a contractor’s explanation separately from evidence confirming that a discrepancy has been resolved. The engagement helps organise checks and remediation; it does not shift either party’s legal responsibilities or certify periods outside the agreed scope.
