BIS and product certification support

Determine whether a product falls under a compulsory certification order and prepare the supporting file.

Assessment and deliverables

We match the product’s technical identity and intended use to the relevant standard, Quality Control Order and applicable certification scheme. Product names and tariff codes help the assessment but do not replace the notified scope.

Support includes a scope note, model and manufacturing-site matrix, application checklist and coordination of testing evidence. Effective dates, amendments and any claimed exception must be tied to the specific order.

Build a matrix connecting each proposed model to its technical specification, manufacturing location and existing evidence. Identify which models are already supplied and which remain in development. Keep the source and version of the order or scheme material used in the assessment visible, with unresolved scope questions separated from application-preparation tasks.

Documents to prepare

  • Technical specifications and model variants
  • Manufacturing locations and importer arrangements
  • Existing test reports and quality-system documents
  • Relevant QCO or customer certification request

Check the model identifiers and manufacturer details shown on the supplied test reports against the application brief. Retain report annexures and record any product changes since testing. Missing evidence or uncertain coverage should be referred to the responsible technical provider; an apparently similar model number is not a sufficient basis for treating a report as applicable.

A practical example

Two visually similar appliances may differ in rating or intended use. Confirm the standard and grouping rules before assuming one test report covers both models.

For the two-appliance example, document the differences in rating, components and intended use in a comparison supplied to the technical team. If a model is redesigned during application preparation, identify the evidence affected before reusing the earlier file. The matrix should reflect the product actually proposed for certification, not only the original launch catalogue.

Scope and responsibilities

BIS grants licences or certificates under the applicable scheme. Recognised testing, inspections and factory changes are separately costed; an application does not authorise use of a certification mark.

The engagement letter records the sites or products covered, filing assistance, query support and fees. You approve the factual application details and retain responsibility for ongoing operations.

The handover identifies the models and sites reviewed, documents prepared, testing dependencies and open authority queries. Retain the issued licence or certificate with its actual scope and conditions when available. Assign responsibility for reviewing later changes and keeping the product records aligned with that scope; coordination does not itself grant certification.
