Assessment and deliverables
A food business can carry out several kinds of activity at one premises. We map manufacturing, storage, distribution, retail or food service to the FoSCoS application rather than selecting a licence from turnover alone.
The assignment produces an activity-and-premises matrix, document request, application preparation file and query tracker. Existing licences are reviewed for changes to products, activities or premises before renewal or modification work is scoped.
Prepare a dated activity description for each location, identifying the operator and the work performed there. Separate existing operations from proposed additions and explain any contract-manufacturing or third-party storage arrangement. Unclear activity descriptions remain questions to resolve before application inputs are finalised.
Documents to prepare
- Premises proof and layout
- Food categories, production capacity and equipment
- Entity details and responsible-person authorisation
- Existing licence, inspection and laboratory records
Compare the product list, capacity information and layout with the actual operating plan supplied by the business. Retain the source of technical figures and identify documents requiring an update. Where an existing licence is involved, keep its annexures and conditions with the main document so the review can identify the specific differences being proposed.
A practical example
A packaged-food manufacturer opening a separate distribution location should assess that location’s role instead of assuming the factory licence covers it.
For the new distribution location, describe whether it only stores and dispatches sealed products or performs additional activities. Provide the premises details and responsible operator rather than copying the factory’s application data. The scope assessment should follow those facts and the applicable process, with any unresolved question recorded before submission.
Scope and responsibilities
Product testing, facility upgrades and food-safety supervision are separate services. The applicant confirms operational facts and the authority decides the application.
The engagement letter records the sites or products covered, filing assistance, query support and fees. You approve the factual application details and retain responsibility for ongoing operations.
The handover includes the confirmed application data, documents submitted, acknowledgement and open authority queries. Assign each query to the person who can supply the operational or technical evidence. When a decision is received, record the actual scope and conditions; an application receipt does not itself confirm that the requested licence has been granted.
