Healthcare establishment licensing

Build a location-specific registration worklist for a clinic, diagnostic centre or other healthcare premises.

Assessment and deliverables

We identify the establishment category, services and applicable state framework. The central Clinical Establishments Act is not a substitute for checking adoption and the local registration regime.

Outputs include a premises-and-services matrix, registration document checklist and linked permission register. We distinguish establishment registration from professional registration, pharmacy permissions, radiation-related processes and waste authorisations.

Start with a facility register showing the operating entity, address, rooms, services, equipment and responsible professionals. Record existing operations separately from proposed additions; this gives the review a clear baseline when several permissions relate to the same premises.

Documents to prepare

  • Premises and facility layout
  • Clinical services and equipment list
  • Responsible professionals and registration evidence
  • Existing establishment approvals and inspection records

Use dated layouts and equipment lists, and reconcile professional names across appointment records and registration evidence. Keep inspection observations beside the response and supporting documents, rather than treating an unanswered observation as closed because a reply was drafted.

A practical example

Adding imaging or a pharmacy to an existing clinic can introduce a separate permission track. Review the new service before relying on the clinic’s current registration.

For a clinic adding a diagnostic service, the working file should distinguish the room and equipment changes from staffing and establishment records. Assign each unresolved item to the facility manager or relevant specialist so one completed application does not obscure other outstanding work.

Scope and responsibilities

Clinical standards, equipment certification and professional eligibility need qualified assessment. The engagement covers agreed documentation and coordination; it does not certify patient safety or clinical outcomes.

The engagement letter records the sites or products covered, filing assistance, query support and fees. You approve the factual application details and retain responsibility for ongoing operations.

The closing register identifies each application, correspondence reference, issued document and unresolved condition. The facility retains an operational owner for changes in services, personnel and premises; administrative coordination does not replace the clinical and technical assessments described above.
