Legal metrology compliance

Resolve packaged-commodity declarations and measurement-related questions before goods reach the market.

Assessment and deliverables

We separate retail package declarations from obligations relating to weights and measuring instruments. Manufacturer, packer and importer roles are mapped to the actual supply arrangement and the relevant registration or verification question.

The deliverable can include an artwork discrepancy list, role assessment, document pack and renewal or verification calendar. Packaged-commodity exceptions are examined using the buyer, use and packaging facts, not merely a B2B invoice.

Prepare a product-and-pack register showing the parties involved, pack formats and sales channels covered by the review. Keep measurement-instrument questions in a separate list identifying the instrument and its use. This allows the assignment to distinguish an artwork issue from a registration or instrument-record issue instead of treating all metrology work as one application.

Documents to prepare

  • Product and packaging specifications
  • Manufacturer, packer and importer arrangements
  • Proposed declarations and online listing content
  • Existing registrations and instrument verification records

Retain dated artwork and online listing versions alongside the factual information used to prepare them. For instruments, link the supplied records to the relevant serial number and location rather than relying on a generic supplier certificate. Identify missing or conflicting records for follow-up before treating the evidence file as complete.

A practical example

An importer using a local repacker needs to reconcile whose details appear on the final retail package and which party’s records support the declarations.

For the importer and repacker example, describe where the product changes packaging and which party supplies the final declarations. Compare the contract, final artwork and supporting business records. If the repacking arrangement changes, flag the affected product formats for review instead of carrying forward the previous party details without confirmation.

Scope and responsibilities

Registration is not approval of every label. Instrument testing, stamping and state authority procedures need separate coordination; we do not assume one state’s administrative process applies everywhere.

The engagement letter records the sites or products covered, filing assistance, query support and fees. You approve the factual application details and retain responsibility for ongoing operations.

The handover identifies the products or instruments reviewed, discrepancies found, evidence outstanding and agreed filing or coordination actions. Record who will update artwork, listings and operational records after the review. A completed document pack remains distinct from an authority’s decision or an instrument verification outcome; retain those later records separately when obtained.
