Telecom and wireless approvals

Separate wireless equipment approval from telecom product testing and service authorisation.

Assessment and deliverables

We review equipment functions, frequency bands, power and intended use to identify the approval questions. A product using a licence-exempt band still needs a check of the applicable equipment route and exemption conditions.

The scope can include an ETA or other approval checklist, technical-document index and coordination of model information. MTCTE coverage and service-provider authorisation are investigated separately where the activity calls for them. TEC describes MTCTE assessment against equipment-specific Essential Requirements, which include safety, electromagnetic compatibility and technical requirements. The applicable product requirements need to be identified before commissioning tests.

Create a model matrix covering the finished product, radio modules, frequency bands, power specifications and proposed deployment. Separate manufacturer specifications from assumptions made by the importer or distributor, and flag any configuration that has not yet been confirmed.

Documents to prepare

  • Radio specifications and model details
  • RF test reports and manufacturer authorisation
  • Import or domestic manufacture arrangements
  • Intended deployment and existing certificates

Link each RF report and certificate to the tested model and revision. Record changes to modules, antennas or product naming for technical review, and keep manufacturer authorisations with the entity and models they actually describe.

A practical example

A connected device may have both radio and telecom functions. One certificate should not be assumed to answer every regulatory question for the finished product.

A manufacturer may supply one radio module in several finished devices. The preparation file should show each configuration and the evidence supplied for it, allowing a specialist to assess coverage rather than assuming that the module document settles the finished-device question.

Scope and responsibilities

Laboratory testing and technical certification are outside documentation support unless expressly included. The current DoT process and equipment-specific conditions govern the filing; no approval duration is promised.

The engagement letter records the sites or products covered, filing assistance, query support and fees. You approve the factual application details and retain responsibility for ongoing operations.

The handover distinguishes technical questions, test evidence, application records and authority decisions. Keep a nominated engineering contact for configuration changes and a filing contact for queries, with the final document set linked to the specific product version reviewed.
