Start with the business and the trading permission

The state EODB portal directs applicants to register and obtain a Unique Business Identification Number before applying for services. Its catalogue includes trade-licence applications and additions of items to an existing licence. Match the proposed goods or activities to the actual permission instead of treating a business identifier as approval to trade.

Confirm applicant eligibility, premises rights and the competent issuing authority for the location. Keep entity documents, owner authorisations and the issued licence together. A company incorporation certificate does not independently resolve local trading eligibility.

Keep entry permits separate from business approval

The Arunachal Pradesh Inner Line Permit Guidelines, 2026 expressly distinguish an ILP from a trading licence or business permit. A temporary visit for business negotiations and a continuing work deployment should therefore be assessed against their respective permit categories and conditions.

Before sending staff or contractors, check permitted purpose, validity, territorial coverage and any sponsor requirements. Track each person’s permit separately from the employer’s trade and premises records. Do not assume one visitor’s permission covers an entire project team.

Use the relevant local document checklist

Itanagar Municipal Corporation publishes a new-trade-licence document checklist with additional documents for activities such as food businesses and bars or wine shops. Those sector permissions remain distinct from the general municipal licence.

For a site outside Itanagar, identify the responsible local or district authority and its applicable procedure. A checklist from the capital is not evidence that every district uses the same route or documentation.

Assess establishment and workforce duties by activity

The EODB service catalogue includes factory licensing and notice-of-occupation services. Assess the process, machinery and workforce before assuming a trading licence covers a production site. Maintain wages, attendance, contracts and contractor deployment records appropriate to the operation.

An older state automatic-renewal notification explicitly noted that a Shops and Establishment Act had not then been enacted in Arunachal Pradesh. Do not import another state’s shop-registration form or rely on that historical note as proof of the current position. Identify the currently applicable establishment framework for the actual application.

For payroll deductions, record the legal basis and applicable jurisdiction rather than automatically copying profession-tax or welfare-fund settings from another state. Construction welfare, employee social security and entry permissions have different purposes.

Check land, building and sector conditions

• Document the right to occupy and use the land or building for the proposed activity.
• Assess building, fire and pollution-control permissions for the premises and process.
• Check forest or non-forest land evidence where required for the site.
• Obtain the activity-specific permissions needed for food, fuel, pesticides, healthcare or other regulated operations.
• Maintain amendment and renewal responsibilities as goods, premises or operating conditions change.

Example: a supplier installing equipment at a client site

Separate the supply contract from the installation activity. Record which party provides site access, safety induction, worker accommodation and applicable permits. Confirm that visiting personnel have the appropriate entry permissions and that the client’s site approvals cover the proposed installation.
