Identify the district office and applicable service

The Union Territory administration lists separate Labour Department offices for Dadra and Nagar Haveli, Daman and Diu. Use the office and service responsible for the workplace instead of assuming that one address or certificate covers operations across all three areas.

The official labour-service directory includes establishment registration, renewal and commencement intimation. The single-window portal provides the application procedures and authority details. Select the service based on the current law, activity and establishment particulars.

Keep industrial and commercial registrations distinct

A sales office, warehouse and production facility can require different permissions. The Diu district service page describes shops-and-establishments registration, while the single-window system also lists contractor and principal-employer services.

Before adding machinery, production or substantial contractor deployment, assess the applicable factory, occupational-safety and labour requirements. Keep each issued certificate and its conditions separate from the shared portal account and application acknowledgements.

Distinguish draft rules from operative requirements

The administration’s Labour Department register labels several July 2026 labour-code rule documents as drafts. A draft publication alone does not establish that its provisions have commenced. Check the final instrument, commencement and transition position for the period concerned.

The same register publishes wage and special-allowance material. Use the relevant classification, location and effective period in payroll, retaining the notification and calculation support with the wage records.

Assess the site and operating process

  • Confirm land or lease rights and the permitted industrial or commercial use.
  • Identify building, occupancy, fire and utility approvals for the actual site.
  • Assess Pollution Control Committee requirements for emissions, effluent and waste.
  • Check product, food, legal-metrology or other sector permissions where relevant.
  • Maintain contractor, attendance, wage and safety records aligned with operations.
  • Record the legal basis for profession-tax, welfare and social-security treatment rather than adopting a neighbouring state’s payroll settings.

Example: a Daman factory opening a Diu outlet

Treat the outlet as a separate operating location. Check its local establishment and premises requirements, staff records and product-specific permissions. Keep goods transferred from the factory distinguishable from third-party purchases and customer sales. The factory’s industrial approvals do not automatically cover the retail outlet.

Prepare for inspections and changes

The single-window portal publishes an inspection framework. Keep approvals, operating records and corrective actions accessible by site. Assign responsibility for changes in address, capacity, activity and workforce. Kosha can coordinate accounts and administrative evidence with the technical professionals responsible for process and premises certification.
