Haryana business compliance

Keep Haryana workplace, premises and payroll records distinct from neighbouring-state requirements when establishing or expanding operations.

Identify the Haryana establishment

Assess the shops and commercial establishments framework for the actual office, shop or service location through Haryana’s Labour Department. Record the activity, workforce, employer and premises consistently. A Delhi registration does not establish coverage for a Gurugram or Faridabad workplace.

Manufacturing, construction and contractor deployments require their own applicability assessment. Verify current state notifications and the effective employment-law regime before relying on an older application or inspection checklist.

Distinguish professional tax from labour welfare

The Haryana Government’s published taxes-and-levies note states that the state does not levy professional tax. Do not import Maharashtra or Karnataka profession-tax deductions into a Haryana payroll merely because the company operates there too. Review work-location changes and any subsequent notification when maintaining payroll settings.

Labour-welfare obligations are a separate assessment. Confirm covered establishments, employees and the current contribution requirements with the Haryana Labour Department. The absence of professional tax does not establish an exemption from labour welfare or national payroll obligations.

Check land use and the local authority

Identify whether the premises falls under a municipal body, an industrial estate or another competent planning authority. Confirm permitted use, building and occupancy evidence, fire requirements and utilities for the actual operation. A commercial lease alone does not establish that an industrial process is permitted.

For relevant processes, assess Haryana State Pollution Control Board consent and waste permissions. Add sector-specific permissions for the goods or services rather than treating an establishment certificate as a universal operating licence.

Maintain a location-specific evidence pack

  • Entity and signatory documents, lease or ownership records and site address.
  • Activity description, machinery or process details and workforce information.
  • Establishment certificates and applicable factory or contractor records.
  • Building, fire, pollution and activity permissions with their conditions.
  • Payroll assessment, welfare payments and national contribution reconciliations.

Example: employees moved across the NCR

When a team moves from Delhi to Gurugram, review the new workplace’s establishment and premises position and update payroll location records. The shared NCR label should not conceal the change in state jurisdiction. Keep the effective transfer date and employee allocation available for reconciliation.

Plan changes and renewals

Assign owners for registration changes, inspections and renewals. Keep the current notification supporting each material payroll or employment decision. Kosha can support accounting and administrative coordination; technical plans and statutory certifications remain with the appropriate specialists.
