Use Ladakh’s own application services

The Ladakh administration’s citizen-service directory provides trade-licence and labour-registration links. Its investment portal provides a workflow from a common application through service-specific documents and payment to certificate download.

Identify the competent local authority and the current service for the business. Jammu and Kashmir registrations and older procedures should not be assumed to cover a Ladakh workplace. Keep the issued certificate separate from a portal account, submitted form or payment receipt.

Choose the correct tourism category

The administration’s 2025 tourist-unit registration FAQ distinguishes accommodation, travel operators, adventure operators and other activities. It explains that restaurants, tea stalls and similar businesses follow shops-and-establishments registration, while some local visitor services record their details with the relevant local body.

A business offering several categories of service should assess each category. The same FAQ retains the separate adventure-activity and mountaineering conditions alongside the simplified registration process. A unified application does not remove technical or safety requirements.

Read homestay policies with their amendments

Ladakh publishes a homestay policy and subsequent addenda. Confirm the eligibility, property and operating conditions for the current application rather than relying only on the original policy or an accommodation-platform listing.

Tourism portal terms distinguish application and fee payment from approval following verification. Retain the issued registration and its conditions, and check whether a change of operator, facilities or capacity requires an amendment.

Resolve building and site requirements

Ladakh’s Housing and Urban Development Department provides an online building-permission system. Assess the land rights, proposed use and competent authority before construction or conversion.

Plan water, sanitation, waste, heating and fire arrangements for the actual site and capacity. Environmental or location-specific permissions may need separate technical assessment. A tourism certificate does not independently establish building-use approval.

Example: a guesthouse adding trekking packages

Identify whether the guesthouse will organise the activity itself or sell a service provided by another registered operator. Check the relevant operator category and activity conditions before taking bookings. Record who provides guides, transport, equipment and emergency arrangements, and keep customer collections and supplier settlements traceable.

Keep seasonal workforce records complete

Maintain employment terms, attendance, wages and contractor records even where operations run for only part of the year. Document the applicable social-security, welfare and tax-deduction basis rather than copying another jurisdiction’s settings.

Keep a location-specific schedule for certificates, renewals and operational changes. Kosha can coordinate accounting and administrative evidence with the local and technical professionals responsible for site and activity approvals.
