Identify the establishment and operating regime
Punjab’s Labour Department lists registration under the Punjab Shops and Commercial Establishments Act, 1958, with coverage linked to the applicable notified areas and activities. Confirm the current requirements for the exact workplace and any exemptions rather than assuming an address alone settles coverage.
A factory, construction site or contract-worker deployment needs its own assessment. Keep current amendments and commencement notifications with the compliance register, especially when updating processes for labour-code implementation.
Assess Punjab State Development Tax explicitly
Punjab has a State Development Tax framework. Do not conclude that there is no relevant state payroll tax merely because a checklist uses the term professional tax. Assess the current Act, rules, exemptions and the actual taxpayer or employer role.
The official portal publishes a 2025 amending Act whose provisions include commencement by notification. Check the effective provisions for the relevant period before applying revised treatment. Keep registration, deductions, returns and payment evidence reconciled to the correct account.
Review labour welfare separately
Punjab’s Labour Department identifies the Punjab Labour Welfare Board within its administration. Assess the establishment and employee coverage and current contribution requirements independently of State Development Tax. Retain the notification supporting any payroll deduction.
Construction-worker welfare registration and cess questions are separate from ordinary labour-welfare contribution records. Identify the project and employer responsibilities rather than substituting one welfare record for another.
Prepare the site permission register
- Land use, occupancy and the competent municipal or development authority.
- Building, fire, utilities and applicable local trade permissions.
- Punjab Pollution Control Board consent and waste requirements for relevant processes.
- Sector-specific food, health, legal-metrology or other permissions.
- Issued certificates, conditions, changes and renewal responsibility.
Example: Mohali premises and Chandigarh staff
An enterprise with premises in Mohali and a separate Chandigarh office should keep the jurisdictions distinct. The common metropolitan area does not make state tax, establishment or municipal records interchangeable. Record employee work locations and the effective dates of transfers.
Make the records ready for use
Gather entity documents, signatory authority, lease evidence, activity and workforce details, existing certificates and tax-account references. Link operating records to payroll and accounts. Kosha can support administrative and financial coordination alongside the appropriate technical and statutory specialists.
