Rajasthan business compliance

Use Rajasthan’s Raj Nivesh and labour service routes to build a site-specific register of approvals, employment records and operating conditions.

Identify approvals before committing to the site

Raj Nivesh lists approvals by department, sector and stage and provides application tracking and certificate validation. Use that directory to identify the issuing authority and the sequence of pre-establishment and operating permissions. An investment-intent submission is not an operating approval.

For a RIICO industrial site, check allotment and permitted-use conditions alongside building and process approvals. For other premises, identify the relevant municipality, development authority or rural jurisdiction.

Prepare the establishment application

Rajasthan’s Labour Department publishes an LDMS procedure for shops and commercial establishments registration under the 1958 Act. Its workflow separates application acknowledgement, scrutiny, fee payment and certificate download. Keep the final certificate with the application evidence.

Check the current requirements, exemptions and change procedures for the workforce and activity. Factory and boiler approvals have a separate technical scope; the RajFAB portal directs investors to Raj Nivesh for applications.

Assess payroll and welfare obligations explicitly

Do not add another state’s profession-tax or labour-welfare deduction merely because the payroll system offers it. Identify a current Rajasthan legal basis and covered category for each state deduction or contribution. Construction-worker registration and cess questions require a separate project assessment.

Keep national withholding, provident-fund and insurance obligations distinct. Maintain wage classifications, attendance, leave and contractor records under the applicable instruments, checking effective dates when labour-code changes affect the process.

Build the operating evidence pack

  • Entity and signatory documents, occupancy evidence and site jurisdiction.
  • Activity, workforce, machinery and process details aligned across applications.
  • Building, fire, utilities and any factory or boiler permissions.
  • Rajasthan State Pollution Control Board consent and waste permissions where relevant.
  • Sector permissions, issued conditions and renewal or modification responsibilities.

Example: a stone business adding cutting machinery

A trader introducing stone cutting should assess the site’s permitted use, dust and wastewater arrangements, power and workforce requirements before operation. The original trading description does not establish permission for processing. Reconcile material receipts, output and waste with production and accounting records.

Use incentives and approvals for their separate purposes

An incentive application or eligibility acknowledgement does not replace a statutory permission. Keep both files linked to the actual project and period. Kosha can support accounting and administrative coordination alongside technical professionals responsible for designs and statutory certification.
