Use the current establishment service

Tamil Nadu’s Labour Department provides an online registration service under the Shops and Establishments Act, 1947. Assess coverage using the current amended provisions, workforce and activity. Some older official portal text still says registration is unavailable; use the dedicated current service and applicable notification rather than that legacy wording.

Catering, manufacturing, transport and construction activities can raise separate employment-law questions. Record which regime applies to each workplace and check commencement or transition notifications before replacing an existing compliance process.

Identify the local professional-tax authority

Professional tax needs a location-specific assessment. Greater Chennai Corporation provides its own registration and payment service and describes calculation by half-yearly gross income. Its assessment reference and procedures should not be assumed to cover establishments in other municipal areas.

For each location, identify the competent local body, applicable income period and current schedule. Reconcile employee deductions and payments to the correct assessment. Keep professional tax separate from property tax and any other local business levy.

Review labour welfare and employment records

Tamil Nadu’s official inspection checklist includes the Labour Welfare Fund framework as well as shops and establishments requirements. Assess establishment and employee coverage, current contributions and the relevant period before payroll deductions. Do not substitute a welfare-board scheme enrolment for the employer’s separate obligations.

Maintain wage, attendance, leave and holiday records appropriate to the operation. For migrant or contract workers, identify the actual employer and contractor responsibilities and retain deployment records.

Map the premises and activity permissions

  • Occupancy and permitted use under the relevant local or planning authority.
  • Trade, building, fire and utility requirements for the particular premises.
  • Tamil Nadu Pollution Control Board requirements for relevant processes and waste streams.
  • Food, health, legal-metrology or other sector permissions where applicable.
  • Change, renewal and inspection conditions recorded against each certificate.

Example: a Chennai office and Coimbatore unit

A company adding a production unit in Coimbatore should assess that site’s local authority, industrial permissions and workforce independently of its Chennai office. Keep payroll locations, local assessments and operating records distinguishable while consolidating company accounts.

Prepare the records before applying

Collect entity and signatory documents, premises evidence, activity details, employee information and previous certificates. Verify the current service instructions and retain the final issued documents. Kosha can coordinate accounts and administrative records alongside technical professionals responsible for drawings, safety and statutory certification.
