Separate placement from deployment
A recruiter introducing candidates, a staffing company employing deployed workers and a private security agency perform different activities. Identify who employs, supervises and pays each worker before assigning compliance responsibilities.
Assess the security activity separately
Private security agencies fall within a specific licensing framework under the Private Security Agencies (Regulation) Act. Review the relevant state rules, controlling authority and licence coverage before deployment. A general staffing agreement does not replace that assessment.
Build a worker-to-client record
- Employment or engagement documents and verified onboarding information.
- Site deployment, attendance and approved overtime records.
- Payroll, deductions and payment evidence.
- Client contracts and billing reconciliations.
- Training and verification evidence relevant to the role.
Coordinate local and central teams
The client site, employer office and payroll team may hold different parts of the evidence. Assign owners for attendance approval, worker changes and statutory records. Candidate and worker personal data need controlled access and a defined retention process.
A practical example
A client invoice based on deployed headcount should reconcile to attendance and payroll. An unexplained gap can affect the commercial claim as well as the worker’s payment record.
Scope of assistance
Kosha can coordinate payroll evidence, books and the compliance worklist. Labour-law interpretation, security licensing conclusions and required technical training or verification are separately scoped. Responsibilities cannot be assigned solely by the label used in a contract.
Reconcile a deployment month
Use a stable worker reference to compare the deployment roster, approved attendance, payroll calculation and client billing schedule. Record joining dates, transfers between sites, replacements and overtime separately so a headcount total does not hide differences between people or periods.
For example, a replacement guard may take over midway through a month while the client continues to purchase one staffed position. Two worker payment records can therefore support one position on the invoice. Explain that bridge with dated deployment and attendance evidence; do not force payroll to match the invoice total or treat a client billing dispute as a payroll calculation.
Payroll accounting can help reconcile payroll entries and payment records. Payroll statutory compliance support addresses the separately scoped statutory worklist.
Prepare the next client assignment
Bring the proposed service description, client and site details, expected deployment dates, reporting arrangements and draft commercial schedule. Identify who supplies attendance, who approves changes and which team receives exceptions before the payroll cut-off.
For deployed-worker arrangements, use contract-labour compliance support to define the assessment and evidence needed for the actual arrangement. Keep any private-security licensing review explicit in the brief. Share a record index initially, with personal documents restricted to the people who need them for the agreed work.
